Popular belief is Florida (the sunshine state), however, that is merely the "popular" belief perpetuated by license plates and the Florida visitors bureau. The actual meteorological data shows that 5 U.S. states actually have a greater claim on that title than Florida. The top state, and it makes sense when you think about it, is Arizona. Next, are California, Nevada, New Mexico, and Texas, in that order. These stats are from the national weather service and were reported in USA Today. http://www.usatoday.com/weather/news/2004-06-21-fla-sunshine_x.htm As stated in the USA Today article, Florida has more days where between 20% and 70% of the sun is blocked by clouds than anywhere else in the United States. Probably Arizona, or in that area. Difficult to give an answer by state, however, when there is so much variation in these large states. But somewhere in SoCal or southern Arizona (Tucson, Yuma, etc.) has the most sunny days.

States generally have pretty large areas, and many have a number of different climate zones. That makes it very difficult to say which "state" has the most sunny days a year. Las Vegas, Nevada and Alburquerque, New Mexico have in excess of 200 sunny days per year. But that doesn't mean it was sunny across all of Nevada or New Mexico on any given day. It almost certainly wasn't. In contrast, California has towns in the desert and the lower end of the Imperial Valley that have a bit short of 200 sunny days in a year, but in you look at towns in the northwest of this big state that are on the Pacific Ocean, you will find that, say, Crescent City is gray much more than it is sunny. It might be better to look at cities or towns rather than whole states. Maybe.
