I used a sand base for our 20' round above ground pool. It's much easier to deal with after the pool is gone. Greener too.

Cement appear to be kinda hygroscopic. Probably to prevent a cold moist floor/lower platform on the ground of the water/moisture to be absorbed by the cement and caking(?).
Actually, there is not much difference, but a ground floor is usually the very bottom one and the first floor is usually the one above

However, in the UK, the ground floor is the first story so that the second story would be the first floor above the ground.
