Perform a hard power off. One can try holding down the power button down for 5 seconds or more. Should there be one, one can also flip a power switch typically behind a computer. The power cord can also be removed, or surge protector turned off.
If all else fails, turn off the power supply!
To restart, just turn on the power supply again and follow normal procedures. The only way I can think of is to unplug it however this is not recommended if you want to keep data.

No, the command does not exist on a computer. To shut down a computer with the keyboard, press alt and f4. This will give you a windows pop up asking you to select a option of a shut down, restart, log off etc. Just select shut down and press enter.
