If it's electric, did you turn the power on before you filled it with water? If you did, you burned out the elements. If you filled it first, but did not bleed off the air in the tank with the T&P valve or by opening a faucet, you may have burned out only the top element. It may also have tripped the reset button on the upper thermostat, which can be found behind the top panel on the front of the heater. Take off the cover and press the red button on the thermostat to reset it.
Possibly , your controller s bad or wired / set incorrectly . Double check your connections ( all should be clean and tight ). If you can , check for voltage at the element ( new doesn't mean in working order , I have seen it a lot with overseas parts in my 25 years ) . Be safe , call a professional . Tom H . The fuel supply gas, or electric is not getting to the tank or possibly the wood fire under the tank has extinguished as you never said if the tank is gas or electric or oil or wood burning
Check the thermal buttons if it's electric, check thermocouple if it's gas.

a boiler (a device for heating water) that is powered by gas
The heating surface of a boiler is all the surfaces that have boiler water on one side and hot gases of combustion on the other. The surface in contact with the water is the surface that is measured.
160-180 Fahrenheit for boiler temp
A back boiler is a boiler which supplies a central heating and hot water system and is fitted into the recess of a fireplace.
The boiler holds a quantity of water - which is heated by gas flame or electric element. The hot water is pumped around the heating system in an endless loop, gradually cooling as it travels. The cooler water returns to the boiler to be re-heated.
A home heating boiler is a woodburning water heating system that can potentially save you money on natural gas. If you cut your own wood and have an ample supply to burn, then a home heating boiler might be a great cost effective option.

*A boiler check valve is usually made by Watts and called a Watts 9D. This prevents the water that goes into the boiler backflowing and having the heating water from the boiler coming back into the domestic water and having you drink it or shower in it.* Cheers,QuiteSomething
