Post Civil War America was confronted with many problems. The Union had to be rebuilt, and the economy, politics, and society had to be remolded. The most immediate problems were the political controversies between the president and Congress. The question raised was how involved should the federal government be in securing the rights of the blacks. Should it be a role of minimal construction? The wrecked economy of the South needed attention and jobs needed to be created for the newly freed slaves.
