In Act IV Scene I, the Friar told Juliet to take a potion that would make her appear dead for 42 hours so she wouldn't have to marry Paris. He had arranged for Friar John to send Romeo word of the plan. That way, Romeo would be there as she woke, and she then would be taken off to go live with Romeo.

But when it comes time to take the potion, in Act IV Scene 3, Juliet has some reservations. First she worries that the potion might not work, but she keeps a dagger by her in case that happens. Then she worries that the potion might be poisonous, but she dismisses that as something which the Friar would not do. Then she worries that Romeo might not get to the tomb in time to take her away and there she'd be all alone with a bunch of rotting corpses. She takes the poison just to stop thinking about this possibility.
Friar Laurence proposes to Juliet that she drink a vial of distilled liquor (it's a drug) that would put her into a sleeplike trance for 24 hours so she won't have to marry Paris the next day. The drug is meant to make the drinker look, feel, and seem dead, not even breathing at all.

Friar Laurence creates a plan that Juliet will take a potion Tuesday night, that will put her to sleep for 48 hours and appear to be dead. In the meantime, the Friar would send off for Romeo to return from Mantua, and meet Juliet in the Capulet tomb once she awakes. The Friar will also announce the marriage when the time is right to try to get Romeo pardoned for his actions towards Tybalt.

Friar Laurence was the character that set up the plan that would help Romeo and Juliet to be able to live their love. He advised Juliet to fake her death by drinking a sleep induction potion, and he tried to inform Romeo about the plan through a letter, unluckily his letter never reached Romeo and tragedy occurred. Later, after Romeo's death, he tried to convince Juliet to retire to a convent and become a nun, but his pleas weren't heard by her.

When Romeo is banished, Friar Lawrence suggests to Juliet that she should drink a potion that he whipped up that will make it appear as if she is dead, but in reality, she is alive and well, just in a deep slumber. They will take her to the crypt where Romeo will go and find her and they will run away together to Mantua. [Or at least, I think Mantua. Either way, everything is pretty accurate.]

They make plans twice. When the nurse comes to see Romeo at 9 am on the day after the Balcony Scene, they make plans for Romeo and Juliet's wedding. When they make plans in Friar Lawrence's cell after Romeo is banished, they plan how to consummate their marriage.
