Callisto. Hera turned the nymph into a bear. So Zeus then placed Callisto in the sky, as Ursa Major aka the Great Bear and the Big Dipper.

Echo was a nymph that helped Hera out normally. When Hera went looking for Zeus, Echo stopped her with chattering. Zeus had an affair and Hera cursed poor Echo, unabling her from making her own words. Which means she had to repeat.
I would believe it to be Hera, and she did it as she was constatly looking at her husband, Zeus's activities with other women.She cursed the nymph to constantly echo her voice in return for her spoken lies about the location/activities of Zeus.
