That's the principle behind RADAR (Radio Detection And Ranging). A brief, high-power

pulse of radio is transmitted, then the transmitter goes silent, and the receiver listens for

the small bit of signal reflected back from any solid object. The size and distance of the

solid object are calculated from the strength and time-lag of the reflected signal.

I believe you're fishing for "RAdio Detection And Ranging" ... "RADAR".

But the way you've worded the question, GPS, LORAN , or OMEGA might also qualify.

How do we know distance from stars?

For nearby stars, the parallax method is used. Briefly, the star's apparent position changes, due to Earth's movement around the Sun. For objects that are farther away, several "standard candle" methods are used, meaning that the brightness of objects is measured that are assumed to have a more or less constant brightness; for example, "the brightest stars of a certain type of star, in a galaxy".

What term used to describe the rate of an objects movement?

Speed is the rate of movement in any direction based on change in position for a change in time. Velocity is a change in speed. It is also a change in direction while the speed does not have to change.
