The new establsihed Poland needed to build up its own economy and trade with other countries. The easiest way to make sure that Poland is able to trade cheap was to give it an own harbour. That's why it is divided

To allow the Polish to build up their economy through sea trade. Also, the land they got to the right of Poland (when looking at a map), allowed for them to trade by sea even though the British blocked the German sea trade.
