I think that this is a near impossible question to answer.
In my personal opinion (and I must stress that this is my opinion) is that of the traditional Martial Arts, Ju Jitsu is the most well rounded and combat-focussed martial art. However, within Ju Jitsu there are different styles and formats. Goshin Ryu Ju Jitsu is a combat-focussed variation on the art and focusses on training for street defence ,weapons defence etc and has less focus on sports.
However, more modern systems exist which have been developed strictly for self defence. These include the Keysi Fighting Method and Krav Maga (used by the Israeli forces). Others do exist...
However, I would say that less-rounded martial arts such as Karate, TaeKwon Do, Judo etc do not cover all ranges or modes of fighting (Stand up: Close quarters [grappling] and Mid-range [punch and kick] and ground fighting). This does not devalue them as good martial arts and sports, but the focus does not always consider what happens if the fight cannot be ended before you leave your chosen style's "comfort zone". I think this became evident in the early MMA competitions where styles clashed. Brazilian Ju Jitsu and Submission wrestlers tended to dominate early competitions as so many fights ended up on the ground. This was/is a step away from self defence but is demonstrative of what can happen with a "one track" system.
