Basically, the initial offier(s) responding to the scene of a crime or offense are patrol officers whose MAIN job is to patrol to deter crime and answer calls for service. If they cannot make an immediate determination of who committed the offense or make an arrest at the scene, they do not have the time to devote to the follow-up investigation of the offense to determine, or apprehend, the offender(s).
THAT is the primary job of the the investigative unit (detectives) whose main job is to conduct the investigations, interviews, follow-ups of leads, and preparing cases Tobe presented to the prosecutor to bring to court. It is not anywhere near as 'glamorous' or as exciting as portrayed on televison but it is, nonetheless, an interesting career area requiring analytical thinking and the ability to interact with many different types of people and to skillfully draw out and elicit information and confessions from persons who, for the most part, don't want to give any information.
A good detective should always be on the look out night and day. I suggest you make a website for people to contact you. Keep tools handy when needed. Tools like gloves, fingerprint scans, magnifying glass, etc.
Maybe they could start a club. - ?
Better answer: First gather some friends that are good at this stuff. then, make sure you have a hideout. sometimes this sort of thing happens in a tree house or trailer. next make notebooks that have the name of your group, name of person and the name of the case. after that check the news, ask friends and check out government websites.
note: if you hang up flyers your top secret group will be exposed and the case will be harder.tips: when writing write only facts not just what you heard and write your question so you know what to be focused on.

The way to become a young detective is not simple. Start by learning as much as you can about everyone at your school, hobbies, and other events that occur often in your life. Get a cell phone tracker, and person tracer (note that these are not cheap at all; they can be hundreds of dollars for legitmate ones and they are not enitrely legal). Hope this helps :).
