Hadrian pursued a policy of peace. He gave up the conquests of Trajan, his predecessor, in Armenia and Mesopotamia (Iraq) had conquered from Persia as part of peace negotiations with the Persians. Hadrian did not want war and he considered retaining the new conquests untenable. Hadrian also pulled back the Roman legions from Scotland and built Hadrian's Wall to protect England from attacks by the Picts. He also built other permanent fortifications along the frontiers of the empire.

Hadrian travelled extensively around the empire. He spent most of half of his reign away from Rome. This was part of his style of government. He wanted to strengthen the empire by commissioning infrastructure works and consulting the troops. It preferred this to war with the neighbours of the empire.

Hadrian was one of the five good emperors. The famous 18th century historian Edward Gibbon wrote that during the reign of the five good emperors: "The vast extent of the Roman Empire was governed by absolute power, under the guidance of virtue and wisdom. The armies were restrained by the firm but gentle hand of five successive emperors, whose characters and authority commanded respect. The forms of the civil administration were carefully preserved by [these emperors], who delighted in the image of liberty, and were pleased with considering themselves as the accountable ministers of the laws. Such princes deserved the honour of restoring the republic had the Romans of their days been capable of enjoying a rational freedom."

Why was hadrian famous?

Hadrian was an important leader because he built Hadrian's Wall which showed the northern limit of the empire. He also rebuilt the Pantheon and constructed the Temple of Venus and Roma. He is known to be one of the "Five Good Emperors." This may be because these emperors did not have biological heirs and were forced to pick an heir otherwise, meaning that they could pick someone good for the position instead of have an inept heir replace them.
