Yes, he was an effective leader. He was charismatic and this allowed him to do things that many leaders would not have been able to. This does not, however, mean he was a good leader or person.
In a bad way yes. He had the power to tell others what to do and because of his ability to be in charge the community was scared and all they could do was obey him. He was effective in the way that he changed life.

He knew what he wanted and made sure nothing was in his way to get towars that goal, also his popularity encouraged people to follow him as a leader.
