This Act expired and is no longer law. However, when initially passed it mandated a five day waiting period, ostensibly to allow the government to check on the background of the person applying to own the firarm. After five years it died out as a nationwide instant background check system was implemented and the 5 day wait period was abolished.

If you are referring to a waiting period for the purchase of a firearm, Virginia has had an instant background check procedure that was in place before the Federal procedure was implemented. IF they are unable to complete a background check in 3 days, the dealer may go ahead with the sale, but there IS no waiting period for a purchase.
