Based on the limited data in the question:-

If the toilet flush is working in that it cascades water in to the pan then the flush IS working. If the water in the pan is not flushing away and the bowl fills with water and is slow to empty leaving waste in the bowl then you have a blockage behind the "S" Bend and in to the stench pipe that carries the grey water from the shower and sink away.

Common Causes;

Sanitaryware caught in the bend and waste pipe.

Toilet cleans which have plastic or metal fixing to the bowl broken free and flushed (caught)

Toilet wipes etc caught on a breaking pipe join

Card from a toilet roll flushed and jammed

All of the above.

It might require the bowl to be removed checked. - You can by proprietary toilet unblocker liquid. However, tis can be dangerous in the hands of someone not conversant with the effects

You might need a plumber with a jetting system to break up the waste.

If the flush is NOT working in that it does not cascade water in to the pan then there are a number of causes;

Handle from the flush to the siphon is broken or unhooked from the siphon

Lift rod to the siphon has snapped

Diaphragm inside the siphon has spilt causing loss of water lift

Ballcock is jammed and not filling the flush/Inlet value on the ballcock is jammed stopping the water fill.

Corrective options;

Take the lid off the flush and check its filling, If not check that ballcok is not jammed, check the valve is allowing water through - if this area is the issue replace the upstand and ballcock

Handle has snapped from the uplifter on the siphon - - replace the handle of connecting hook

Uplifter rod broken/ water not being lifted (damaged diaphragm) - replace siphon

Your drain line from the toilet is likely plugged. as far as the tub filling up, the tub probably drains into the same large line so it is also plugged, but the sink drain line comes into the main drain downstream from the plug, so it is still working ok. You need to call roto-rooter or similar and have the main drain snaked out. To do it yourself as much as practical, you can buy or rent a plumber

This could be your wax seal. You may need to drain the reservoir (shut off the water and try to flush the toilet, otherwise get something to drain it in and start to loosen the water line to the toilet and let it drain that way). Once drained, simply remove the bolts on the side of the toilet on the bottom. Once removed you will have to lift the toilet up (you may need help since it is heavy). If there is any water in the bowl, it will release once the toilet is lifted so be prepared. Get a new wax seal from the hardware store and replace the one that is in the toilet now. This gets messy so again be prepared. If you have any other questions, ask the sales person at the hardware store. They are always willing to help.

You may have a clogged or obstructed vent pipe, you can locate the vent on the roof of the home or building just about directly over the toilet. vent pipes are aprx. 160 you should be able to clear the obstruction by running a garden hose with a jet nozzle attached down the vent pipe. vents are commonly block by debris from bird nests and or leaves built up over time. while on the roof with the hose you may want to run it down any other vent pipes on the roof.

your toilet wont drain because your excrements are to big or you use to much paper when you wipe. To get your toilet working again, use a plunger. (see how to use a plunger) To stop this from happening again, flush down your excrement in multiple parts and cut down on toilet paper. Good luck!

Up along the rim of the toilet there are little holes that pour the water out when the toilet is flushed. Check the holes, they get clogged from build up over the years... Use a paper clip to clean them out....

A dirty job but could save you some $ replacing a toilet. You can check to see if that's the problem by filling a bucket with water and pouring it into the toilet. If it "flushes" correctly then it is not a drain line problem and is a problem with the water getting from the reservoir fast enough... that is likely the holes are clogged or you need new reservoir components.
