Sufism is the mystical branch of Islam. Whereas most Muslims concern themselves with fairly practical things in religion (do this, don't do that; wear these clothes; perform this postures, etc.) - this is called orthopraxis - Sufis concentrate on achieving communion with the spiritual side of Islam. Their most obvious feature is the "whirling dervishes," who use a rotating dance to alter their state of consciousness and make them more receptive to spiritual insight. Young children often do something similar when they spin to make themselves dizzy.
Sufis may come from either the Sunni or Shiite sects.

Sunni sect is the largest sect of Islam. Shia are in very less number. Sufi is not a sect. It is a way of life for some of the Muslims who seek pleasure of Almighty Allah by excessive prayer and devotion.
Truth of the matter, is that sufi is a branch of Islam which preaches an almost Buddhist approach to Islam. Sufi masjids are not as readily available as Sunni & Shia masjids. That might be a reason why they would cross the border in order to attend the sermon and prayer. As well there is a little matter called "Freedom of Movement" which allows someone to travel from one country to another in order to attand such events.
The Whirling Dervishes are an order of Sufis and Sufism is a sect of Islam. Therefore, the Whirling Dervishes are both Sufi and Islamic.
