To speak; to give a speech. And jokingly, you may see some political blogs and magazines use a made-up verb called "to speechify"-- which means to give a really elaborate speech that is actually kind of phony; to launch into a big speech when you don't really need to. Politicians do this far too often, so this slang word got created to describe such actions.

The verb for speech is speak.
Other verbs depending on the tense are speaks, speaking and spoke.

Some example sentences are:
"She could not speak".
"He speaks of a giant monster".
"They are speaking to the teacher".
"We spoke to the police".
