The president sent 15,000 across the Appalchian Mountains, only to find that the rebels had already disbanded. By his action, Washington sent a clear message to those who opposed government actions. If citizens wish to change the law, they had to do so peacefully, through constitutional means such as proposing legislation or using the courts otherwise government will use force when necessary to maintain order.
