Secularism does not speak to the concept of souls. Secularism is exclusively the political philosophy that religion and government should be separate, i.e. the government does not impose its will over religion and religion cannot impose its values on the government or use governmental means to enforce its desires. As souls do not figure into the idea of political theory, there is no view purely from secularism on this.

The fact the secularism is exclusively a political philosophy, both atheists and agnostics on the one hand and religious individuals on the other can be strong secularists. From the former perspective, secularism is worth defending since they do not agree with the principles of any given religion. From the latter perspective, secularism is worth defending because it does not soil the religion with the bloody earthly concerns of terrestrial power and, secondly, because the religion imposed may be a different one than the one to which the religious person adheres.

Religious and agnostic secularists speak to the concept of souls as they understand them in their religion or spirituality. Atheists, by and large, reject the concept of souls as an accurate understanding of reality.

Does a doll have a soul?

I guess it depends on your point of view. In some cultures, inanimate objects have (or can acquire) souls. This is a view to which I personally subscribe - i.e. I don't believe human beings are more entitled to a soul than anything else in the universe. This is not a view expressed by the Judeo/Christian/Islamic tradition, however - so you will encounter strong opposition if you adopt this view.
