to talk a bill to death. it is a stalling tactic. Basically, it must take place in the senate since senators don't have a time limit on speaking unlike representatives. Mainly, you must talk about something the entire time and you can't sit down. If you violate either of these rules you lose control of the floor and someone elses gets to speak. The longest 1 man filibuster was just over 24 hours

One party must have a majority in order to accomplish this and it is accomplished by using the full amount of time allowed for each speaker to state their case or opinions about the issue and therefore not allow time for the vote itself.
