If a tectonic boundary is active, then as the plates move in opposite directions, the crustal material is elastically bent until it can bend no more and each region of the plate snaps forward in its direction of motion. This causes an earthquake, with the epicenter where the material snapped forward. To help you visualize this, imagine pushing two rubber sheets against one another in opposite directions. Friction will keep the surfaces together as you move them until the lateral force overcomes the frictional force, and each sheet snaps forward suddenly.
