In diplomatic terms, the US has a much closer relationship with Canada than either Japan or Mexico. This is mostly due to past aggression wars between the US and Japan (World War 2) and the US and Mexico (Mexican-American War of 1846-1848). In economic terms, the US also has a closer relationship to Canada, as both countries are almost integrated as one single entity -- for example, fewer import/export taxes, easyness to cross each others borders. The US has however, a larger amount of foreign direct investment from Japan, but that is just an economic measure on how much foreign debt the US owes to Japan.
