The Texas Penal Code, Section 12.33 says punishment for a second degree felony ranges from 2-20 years in prison and a fine of not more than $10,000. However, under the Penal Code, Section 12.42, a second conviction is "enhanced" by a previous conviction. If the previous conviction was also a second degree felony, then the second conviction is eligible to be enhanced to a first degree felony which ranges in punishment from 5-99 years in prison and a fine of not more than $10,000.

First conviction is a first degree misdemeanor and second conviction is a fifth degree felony.
The degree of a crime is relative to the crime itself and does not determine whether or not it is a felony. I.e. murder in the second degree is a class A felony and reckless burning in the second degree is a gross misdemeanor.
