Bob's character is more complex than that of Jim. Bob being a notorious thief, being in danger of getting caught came to New York City to keep his promise.

Jim, on other hand, i don't think, did not give any value to his friendship. he doesn't even take leave from his duty to keep his promise with his friend. he spared just a few minutes for his friend while doing his duty.

I don't think Jim did his duty honestly. Arresting Bob is like slaughtering your pet dog in your home. If he really efficient he should have gone to west and caught him.

If Jim really wants to do justice to his duty he should have changed Bob instead. Jim is no more greater than a machine doing its duty.
