It is when the umbra reaches the surface of the earth. The eclipse will appear to be 'total' only where the umbra passes during the course of the eclipse. The umbra is the shadow cast onto the earth by the moon, wherever the moon covers the face of the sun completely. In other locations where the moon covers only a part of the sun's face, it is the moon's penumbra that passes. Enjoy the eclipse safely. They are amazingly beautiful.

That's a shadow, when the Sun's light is completely blocked by the Moon. This lasts for, at most, about 7 minutes.
