The first dark lord is Morgoth, who destroyed the two trees of Valinor and was the one who mutated the Elves into orcs. If you are looking for more information, try reading the Silmarilion. However, as the question states "in Lord of the Rings" the first Dark Lord would be Sauron. Saruman tried to become a dark lord by taking the ring, but failed to acquire it. And at the end Frodo was becoming a dark lord until Gollum bit his finger off.
If you're referring to the title, then it is Sauron, the main antagonist of the book.

Which villain? There are quite a few. Sauron is the main 'villain', but that one would've been relatively easy to find out otherwise...

The lord is referring to the creator of the rings. That was Sauron, who made the rings for the men and dwarves and the one ring, but not the elven rings.
