I have a 1994 B250 and it gets between 13 to 15 miles per gallon.
I have a 1994 B250 also and it used to get 17 mpg. With the new add of ethanol I'm also between 14-15 mpg.
With my 1997 Ram Van 2500 with the 5.2 (318) and high top conversion, I got 20.7 miles per gallon on the trip to New England from NC last August.
It's important to note that I did not use the air conditioner even once....plus I set the cruise control at 60 MPH and stayed that speed even if the speed limit was 70. My tires were new and air in them was 42 PSI. I always use BP premium or Shell premium, and if those aren't available Sunoco or Hess premium.
This van has the 4 speed automatic with overdrive. I had camping gear inside and my bicycle on the back. If your van is tuned up, you drive 60 MPH, and your vans engine and tranny are the same, you should get around 20 MPG on the highway.
ecm just replaced mine 1994 dodge van b2500
A 1997 Dodge Ram doesn't have a EGR valve.

Most likely for this type of van is a 3/8 Allen wrench.
On my 1997 Dodge B2500 van the door lock manual is directly in front of the radio at the center of the dash (below the windscreen glass).
P0073 is Ambient air temp sensor high. Likely cause is the sensor itself.
