If you had any state income tax withheld from your wages or other payments and are not required to file, you can still file in order to get a refund.

People who earn more than a certain amount or who earn certain types of income may be required to file. The point at which you are required to file is different for every state. Consult the instructions for your state tax forms or the web site of your state tax department to find out who is required to file.
