All of it, however it depends on whether it is sunny or cloudy. On a sunny day, it is daylight over the whole of the equator. As the earth spins, the sun shines on different parts of the equator, and so in a 24 hour period, the WHOLE LENGTH of the equator has daylight.

There is no definitive answer to that. Different parts of the Southern Hemisphere have different amounts of sunlight during its summer. Close to the equator, it is about 12 hours throughout the year, whereas in the middle of the summer at the south pole it is 24 hours. So it depends on where in the southern hemisphere it is and what part of the summer it is.

Why does Washington state have longer daylight than southern California when they are in the same time zone?

Washington is farther from the equator than California. The closer you get to the equator, the less the amount of daylight per day deviates from 12 hours. The closer you get to the poles, the greater the difference in the amount of daylight between the summer solstice and the winter solstice. I used to live between 40° and 41° north latitude. The amount of daylight there on the summer solstice is about 15 hours, and it's about 9 hours on the winter solstice. Now I live near 30° north latitude, where we get about 14 hours of daylight on the summer solstice and about 10 hours on the winter solstice.
