All of the Israelites were expected to be learned in Torah (Deuteronomy 5:1), and many of them were. Someone who had a question in Torah-matters, or two people with a dispute who agreed to arbitration, could bring the matter to any learned Israelite. See also Exodus ch.18.
In unresolved disputes, there were local courts of three elders each for ruling in monetary and other matters. Capital cases were brought before a court of 23; such courts were in every large town.
Matters of national importance, such as whether to go to war, were decided by the highest court, which had 71 members. It was located in the premises of the Holy Temple.
