In most countries the Secretary of War (or Minister for War or Defense Minister; there are several titles for the same job) is a civilian, elected official who takes responsibility for the country's military services and to some extent for Foreign Policy insofar as this has military implications.

The SecDef is the civilian head of the Department of Defense, and thus, is the immediate superior of all US Military members (though, the SecDef is outranked by the President, as the Commander in Chief).

SecDef is primarily an administrative and advisory job; he advises the President on many military matters (usually in conjunction with the senior Service Branch military leadership), and is responsible for seeing the various military programs run smoothly. He is ultimately responsible for proposing and enforcing US military policies, procedures, and plans, including formulating strategic force structure plans, basing needs, and resolving inter-service conflict.

In business terms, while the President fills the role of CEO, the SecDef fills the role of COO (Chief Operating Officer) of the US military.
The secretary administers the national military budget and holds authority over personnel, supplies and other aspects of defense.

In 1949 the US Department of Defense was established and the War Department, over which the Secretary of War was director became the Department of the Army, a branch of the DoD. The Secretary of War then became the Secretary of the Army.
