That liquid is the oil used by the heating element. Many Tahoes came with a convenience package that includes heat driver's side mirror. Yours has developed a leak. Cracked glass can do that (the mirror is a dual pane apparatus and the oil is between the panes) as can a damaged or stressed edging. Repeated folding in of the mirror has been known to lead to leaking oil.
