It is a good idea to understand basic HTML scripts and tags (h1, h2, p, em, cite, div, span, ol, ul, etc.), in most cases. Try drupal, they have been growing strong over the years. Any CMS technology used can be customized (not very easily for beginners) using photoshop "psd" templates or fireworks "png" templates, along with custom Cascading Style Sheets (CSS) that structures your pages (Try the Visual Web Developer to design your CSS.
