Civil court usually has a higher jurisdictional limit (max you can sue for) and attorneys are allowed to represent parties. Civil cases may also have jury trials and other procedures more conducive to attorneys and not pro se (self-represented) litigants.

Small claims courts are courts designed to handle simple civil monetary matters quickly and inexpensively. The money claimed in the suit generally must be under $10,000 and often has to be under $5,000. Persons represent themselves in small claims courts.

Trial courts handle civil and criminal matters and usually legal counsel is involved. Each state has a different court structure such that various courts handle different matters. For instance one trial court, such as a district court, may handle misdemeanors, while another trial court, such as a superior court, may handle felonies. Trial courts get their name from being the court that handles trials and thus are considered courts of original jurisdiction. This distinguishes them from appeal courts that handle matters appealed from the trial or lower courts.

If i have a case against someone in small claims court that was dismissed with prejudice could i file i case in civil court?

No. Dismissed with prejudice means the case has already been adjudicated, and that res judicata would prohibit bringing the case again. Furthermore, small claims court is a level of civil court that has a lower monetary jurisdiction than other levels. The alternative to civil court is criminal court, and small claims cases are not, by their nature, criminal matters.
