one could say that art in a gallery or in a museum is 'glorified' as more special or more valuable becasue a respected establishment is portraying it. only people who pay to get into the gallery/museum or take the time to visit these places will see the art making it seem more valualbe, while public art is available to anone and everyone, this does not actually mean that anyone is less valuable or less 'artisitic'. if anything public art has a chance to get the artists message across to a wider audience in a faster amount of time.

Public art is any piece of art that has been created for the purpose of being in the public, where people can see it. Examples are fountains and sculptures, frequently seen in parks. Sculptures are actually the main form of public art. Sculptures are 3D figures that are usually made out of stone.
