As per strict sense of the terms, a court is a normal agency of the state established for administration of a variety of laws. However, the courts may be differentiated along broad lines such as Civil, Criminal, Probate, etc. Moreover, courts have to abide by strict procedures in relation to evidence, appeals, procedure,etc. which remains the same in the broad categories such as civil and criminal.
A forum however, is not a strict judicial entity like the courts. A forum is established with the purpose of deciding upon matters arising out of some specific branch such as Consumer Laws. The forums are usually not bound by any specific procedural law and the matters are simplified for the general public.
Another point of difference is that the matters before the forums go to appeal before the courts only in advance stages.
