By the 1820's most Latin America country's had declared their independence from Spain president Monroe feared Spain would try to take back its colonies on December 2,1823, the united states issued the Monroe doctrine. it warned foreign country's against establishing new colonies in America . It started that any influence in Latin America would be considered a hostile act against the united state's . the Monroe doctrine remains in effect today.

The Monroe Doctrine (actually written by John Quincy Adams), declared in December of 1823, was a superlative U.S. foreign policy statement. It was precipitated by various independence movements in South America and the U.S. government's desire to discourage European nations from colonizing the Americas. The doctrine claimed that the Americas ". . .are henceforth not to be considered as subjects for future colonization by any European powers." However, the American failures throughout the War of 1812 made the doctrine laughable to Europeans.

In the early 1900's, the Monroe Doctrine proved it's power. President Theodore Roosevelt aggressively enforced it during the Venezuela Border Dispute and in securing the independence of Cuba from abusive Spanish rule.

President James Monroe was afraid that people from England and Spain would come and try to take back the concurred colonies. So, he made it illegal for them to come to the Western Hemisphere. He wasnt the only President of the U.S. of A. but he was the first.

U.S. foreign-policy statement first enunciated by Pres. james-monroeon Dec. 2, 1823, declaring the Western Hemisphere off-limits to European colonization. Concerned that the European powers would attempt to restore Spain's former colonies, he declared, inter alia, that any attempt by a European power to control any nation in the Western Hemisphere would be viewed as a hostile act against the U.S. It was reiterated in 1845 and 1848 by Pres. james-polkto discourage Spain and Britain from establishing footholds in Oregon, California, or on Mexico's Yucatán Peninsula. In 1865 the U.S. massed troops on the Rio Grande to back up demands that France withdraw from Mexico. In 1904 Pres. theodore-rooseveltadded the Roosevelt Corollary, stating that in the event of flagrant wrongdoing by a latin-americanstate, the U.S. had the right to intervene in its internal affairs. As the U.S. became a world power, the Monroe Doctrine came to define the Western Hemisphere as a U.S. sphere-of-influence. See also good-neighbour-policy.
