Normal light bulbs or spot lights are not designed to illuminate in the same way that a swimming pool bulb would be. If the original light fixture was installed as per code it should have a GFCI in the system to prevent electrocution. If the system has no GFCI a qualified electrician should install one right away or when the pool light is changed or the lighting system is worked on or serviced.
It is not recommended with most swimming pool lights for the sake of the light However swimming pool lights work on low voltage. the power goes through a transformer cutting it down for the sake of safety so even if you end up with a short circuit in the light there is no danger to the swimmers.
In the 35 years I have been building and remodeling swimming pools I can tell you over 99% of pool lights are 120v. Certainly not low voltage. They are however since 1977 wired through a GFCI breaker to cut the power in the event of a short. I still run into older pools whose light is wired directly to a switch with no safeguards in place.

I have seen it both ways. Usually it is the bulb which is a few bucks. The ballast will cost more and could cost $15-$30 bucks depending on type. If you have another bulb that is working, swap it with the flicker light and see if the problem goes away. If the swapped bulb works, I always put the bad bulb in the fixture where the good bulb came from. If the bad bulb now works, you could have a seating problem with the bulb. If it flickers, replace it.
