FLAC, stands for Free Lossless Audio Codec. It's a Lossless codec, which means that the resulting data from a transcode be exactly/close to same as the original.
Many uncommon Portable Media players offer FLAC codec support, however it's rare to use them since Lossless files always tend to be over 100mb.
There are Many media players out there that will play .flac files, such as winamp, jetaudio, foobar2000, vlc, kmediaplayer, Xion, and much more.
I don't know if you can restore the "Opens With" wizard, but you can change the program that opens files of that extension. Right-click on the file and select "Properties". The properties window will show what program opens that extension, and allow you to change it.

JBX is a file extension associated with Project Scheduler files. I am not aware of any program that opens this file directly however you'll need to convert this file using JBX Converters.
