Legal refers to the written laws of the government that controls an area. Ethical refers to the rules, including unwritten rules and religious bases, that govern the behavior of members of a society or organization.

One major difference between laws and ethics is that laws are a matter of fact and set in black and white (although open to judicial opinion in some societies), whereas ethics are more a matter of personal opinion and are therefore more "gray".

"Legal but ethical" implies a certain cynicism about the law in general, implying that it's unusual enough for something that is legal to also be ethical to be worth pointing out.

There is a huge difference between being ethical and being socially responsible. You do not need to be ethical to be socially responsible for example.

What is the difference between legal issues and ethical issues?

Here's the thing. Legal and ethical both have the letters L and A which means that the rest of the letters in those words don't match. Like the British president Lincoln said: "If I had a coin I could buy something worth that coin", but yet he didn't because it was un ethical. Do you get what I'm saying to you? If legal things were ethical than they would not be two separate words. Well, see ya later.

What is the Difference between ethical dilemma and ethical lapses?

You face an ethical dilemma when you must choose between two or more conflicting alternatives that both seem valid and ethical. An ethical lapse, on the other hand, occurs when you make a choice that is clearly unethical and or illegal. An ethical dilemma can lead to an ethical lapse but doesn't necessarily do so.
