In order to be eligible to register and cast a vote, an individual must meet certain qualifications. For example, they must be citizens of their country, residents of the state or other constituency in which they plan to vote, and must not have any disqualifying circumstances (e.g. a person serving a prison time for a felony conviction, or in some cases still on probation).

If an individual is unable to legally register or to legally vote, that person is an ineligible voter.
