RAM or Random Access Memory is the basic memory used by a PC to function. Any program, service or function that is run by you or the system itself is loaded in here because that is much faster than running it directly from the hard disk.
High RAM is simply a measure, and a relative one at that. It depends on what amount of RAM you require to do what you want to do on your PC. Check the system requirements for the game or program that you want to use, and make sure you have at least that amount of memory and you should be fine.
