Although nobody can say with any level of certainty what your boyfriend might like, for an occasion such as Valentine's Day one item is a very safe bet: make him something. It can be anything, like having him over for dinner and cooking his favorite meal for him, of if you have any special talent (like sawing, origami, carpentry, etc.) then handcraft something "cool" for him. Or even make him a post card. Depending on how far through your relationship you are, you could even treat him to a wild night and make one of his fantasies come true. Whatever you choose to do, the truth of the matter is that you do not have to spend any money to show someone that you love them, and it all depends on what kind of a relationship you are in; but the reason why making something is a safe bet is that it shows him you love him in one simple gesture.

Now if you really can't think of anything to make/do, or you just don't have that kind of time on your hands you can opt in for buying something. If your relationship is really new, don't spend more than about $30 or he'll get scared off that you're serious or irrational (ironic, yes, I know). When you are in a long-term relationship ie longer than six months together, you can safely spend more, and give more "romantic" gifts, though practical things are always good too.
