In my opinion, the answer depends on a lot of things. If you can't pass the police physical exam, being a police officer isn't an option, but you can still save lives as an emergency dispatcher. Dispatchers are trained to coach people through CPR, talk people out of suicide, calm down frightened people and track down a phantom cell call, all while they're sending first responders to the scenes of various calls. They are multi-taskers in the extreme and are a very important link in the law enforcement chain. The job is high stress and is not for everyone, but I know several dispatchers who have done it more than 20 years.

It might depend on the reason for your dismissal, and you will certainly be asked about it during your interview, but it is not necessarily a disqualification.
Most people radios are equipped with GPS locators to give dispatchers an idea as to the location of Police (closest officer is typically dispatched)..
You CAN NOT give an officer a ticket, but what you can do is write down the car number and the date and time you obsevered it. Then you can go to the police Staion and ask the dispatcher/receptionist what the officer's name is and file a complaint.

"Mountie" is just a slang term for a police officer who works for the Royal Canadian Mounted Police. Mounties are police officers. There is no difference between the two.
