The pump and holding tank regulates the minimum and maximum pressure on the lines. See the pressure gauges. Usually, the pump will kick in at around 25 psi, and kick out at 55… psi. Depends how yours is set up.

The PRV is usually fitted where the incoming water supply enters a building.
It is often very difficult to tell if nothing happens at first. Ialways fit a gauge at the nearest possible location after the PRV,and look at this every 2 turns. If I cannot …raise the pressure,either the valve is old (very possible) or the incoming supply islower pressure. The only real way to check this is shutting off atstreet and removing the PRV, fitting a gauge and check incomingpressure. -I have done this on occasion and found city pressurefluctuates a lot. Easiest way is to fit a new PRV and adust it forhigh flow.

Yes, it is bad. You have to shut off at street and replace it. -About 1.5 hour labour and domestic valve costs about $60.
