Meniscus is not composed of anything its a physical properties due to surface tension of liquids.

It is dependant on the:

cohesive forces - binds similar molecules together.

adhesive forces - bind a substance to a surface.

Water for example in a glass tube the meniscus is U-shaped, we say, that the adhesive forces between the water and glass are greater, than the cohesive forces between water molecule, but for Mercury, the meniscus is curved downward therefore we would say .....

One other thing in narrow tubes the rise of liquids is called capillary action.
