The character's name is Phil. Apparently he does not have a last name. I checked the imdb (internet Movie DataBase) entry for Groundhog Day, and none of the characters appear to have last names. See the Related Link below.
Edited to add: another person has asked a question on this site about this movie, and they called the character "Phil Connors" (see the Related Question below). That sounds right to me; I think I remember the old high-school "buddy" saying, "Phil? Phil Connors?" over and over again.
