It is know as absolute zero on the Kelvin scale which is the point at which matter no longer moves. Temperature is a measure of energy in the form of heat which occurs when atoms move. If you've reached the point that all movement has stopped then you have run out of energy and thus can't get any colder. This also equals -459.67 degrees Fahrenheit.
