To make a Dubstep bassline you need music software that allows you to make complex LFO (Low Frequency Oscillator) modulations, because LFOs are an important part of Dubstep Baselines. Most music software, however, doesn't let you create complex LFO waveforms. Evolvor, sound design application created by Percussa, can be used together with Ableton Live to draw your own LFO waveforms, and use this to control the parameters in your midi mapping. Check out the link below to read the blog post that describes step by step how to create a Dubstep Bassline with Evolvor and Ableton Live.
In a normal drum setup (rock, metal, etc.), which most drummers have, there is a snare, bass, tom(s), and a floor tom. Some people choose to have a cowbell, but that's really a "drum". For a "marching" setup, there are bass drums, snares, and quads.
What instruments aren't used in DnB? Are you asking what hardware synthesizers are typically used? I would like to know the same, for the 1990 era of DnB.

A steel drum (or steel pan) is Trinidadian not Jamaican. In fact it is a totally different type of instrument. Jamaican drums are all types of membranophones (eg. the bass drum, funde drum and kété drums)
