It depends on the state, but most states punish driving without a license or driving on a suspended license with heavy fines, some jail time, and further license suspension. Most states graduate the punishment, so a third offense will receive a much harsher punishment than the second. At some point, the repeat offense becomes a felony in most states.

No. For one, you must be a resident of a state to get a license in that state. Second, states share drivers license information, even if they're not signed onto the compact. Third, even if you do manage to cheat the system and get one, it'll still be invalid in your home state - when a state suspends your license, they also suspend your driving privilege in that state. What that means is that you cannot drive in that state on any license from any other jurisdiction until you've met the terms and conditions for reinstatement of your license, and, if you get pulled over with a license from another jurisdiction, it'll be treated as you driving on a suspended license, and, in addition to that, the state you somehow managed to get a license from will charge you for lying on a government document.
